Chronic Absenteeism... What does that mean? Chronic absenteeism is defined as any student who has been absent at least 10% of the total instructional days at any given time during the school year. Chronic absenteeism does not make any distinction between "excused" or "unexcused" absences. The Kentucky Department of Education now tracks chronic absenteeism.
